Q.  Please explain Galatians 4:27: “For it is written, Rejoice, you barren that bear not; break forth and cry, you that travail not: for the desolate has many more children than she which has an husband."

A.  Go back to the beginning of chapter 4 and read the entire chapter to get the context. The 27th verse is a quotation of Isaiah 54:1. Chapter 4 is speaking in metaphor about the law and the promises given to Israel. Those who take hold of the New Covenant promise are Sarah, the freewoman, and Hagar who represents the bondage of those who adhere to the law of physical circumcision or who practice works of the flesh (see Gal. 5:2).
Paul says we (of Sarah) don’t have as many children (are not as numerous) as those of the bondwoman Hagar. Nonetheless, those who have many children are spiritually desolate and don’t enjoy the promise of Isaac, v. 28.
These sons of Hagar are the masses in bondage to the world who don’t take hold of the New Covenant and hence will not have a part in the blessings promised by Yahweh to the faithful.
